Console not defined to system
A primary console must be active when the request is issued, with the capability for both input and output.
This is found by issuing a D C command to the system ESP is running.
The CONSOLE statement must use an active CONSOLE on this list.

If the CONSOLE command is not specified in initparms and ESP is Started from a real console, the primary console is set to that console.
If ESP is Not started from a real console, the primary console is set to console ID 0 (console name INTERNAL)
