MUX - Dependencies can be assigned to Summary Tasks

Issue/Introduction

A Summary Task can have dependencies assigned to it in the MUX within the Timeline View. It's not possible to create this association in other areas of the application.

1. Within the MUX, open a Project, ensure it has Tasks created, and a Summary Task.
2. In the Timeline view, add the attributes "Predecessor" or "Successor" to display.
3. In one of the Tasks specify the Summary Task's WBS value

Expected Results:
It should not be possible to assign a Summary Task as the Predecessor or Successor of any Task

Actual Results:
It's possible to proceed with creating this dependency

Workaround:
None noted

This is resolved in 16.3.0. It was originally tracked as DE80387.
