Staffing tabs top panels such as Allocations and Assignments by Resource very slow

Issue/Introduction

Staffing tabs, especially Allocations by Resource and Assignments by Resource are very slow to load in top panel.

Compared to the Staffing pages where it's "by Investment" there is a significant difference, and the Resource Staffing is notably slower

This happens with running the filter wide open, or with filtering on Staffing / Common Investment / Project / Idea fields only.

Environment

Clarity 16.2.0, 16.2.1, 16.2.2

This issue starts in 16.2.0 due to a functionality design change

Cause

The updated query requires a filter to include a field from the Resource Object in order to be able to retrieve results in a timely manner.

Resolution

This behavior will be addressed as a part of an enhancement in 16.2.3+

Workaround:

1. Add a field from the Resource object to the filter 
2. We recommend adding Active (Resource) = Yes to the filter to all Recommended Views
3. Re-run the view again and note the performance change

Note: this solution is valid for all 4 tabs and Active (Resource) = Yes is recommended to be added in the top panel for each of the tabs
