Opening UC_SYSTEM_SETTINGS in client 0 takes very long

Issue/Introduction

On a particular context with several thousands of users defined, for some reason the AWI requests to the AE to provide the userlist from client 0 which causes one minute delay to open the object UC_SYSTEM_SETTINGS in Client 0.

When it works fine it seems it gets the result from cache, so it's displayed in a second or so, but when it does not, we can see it's due to the fact that it request the list of users which is not expected.

In the AWI log we find this kind of warning message:

[WARN ] AESYSTEM:0/UC/UC +LOAD 208 [com.uc4.webui.api.connection.AEConnectionAdapter] - This took too long. 52.842s/52.842s [Request: com.uc4.communication.requests.UserList@yyy]
