When creating a team investment instance, if no active resources are attached to it. The team investment can be added as a team member for projects but allocation cannot be updated. This makes the ability to allocate team investments limited. Can you please confirm if this is working as designed or if there is a setting that can be used to control this behavior?

This is related to existing behavior for staffing purposes. Any "resource" record that has zero availability and is staffed to an investment can't do any work because there's no availability. When teams were introduced, the availability is computed when people are staffed. There is no way to put in a manual availability rate. When there are no staff members on the team investment, the team resource record will have zero availability. As look workaround, use Clarity Business rules as per this functionality.
