ORA-00911 when approving a package for Peer Review after upgrade to 14.5

Issue/Introduction

When a reviewer approves or rejects a package in the Peer Review tab, an error message appears in the Workbench Output Log:

E03020003: Database error [Oracle][ODBC][Ora]ORA-00911: invalid character
SQLSTATE=S1000.

Steps to reproduce:

1. Login to Workbench as the "reviewee" user
2. Select the "Explorer" tab
3. Navigate to a project, state, and package
4. Right click on the package and select "Request for Peer Review"
5. In the "Assigned To' field add at least 1 other user, then click OK.
6. Close Workbench
7. Login to Workbench as the "reviewer" user
8. Select the "Peer Review" tab, and then the "Assigned Reviews" tab
9. Navigate to the project and peer review request created in step 1
10. Double click on the peer review request to display its properties.
11. Scroll down to the "Your Vote:" radio button set. Select either yes or no.
12. Close the Assigned Review Editor window and click "Save"

An EFix was created to resolve this problem.  If you encounter this, please contact support.
