Post 16.2.0 upgrade, Telemetry Job is sending empty license information to Broadcom

Issue/Introduction

Steps to Reproduce: 

  1. Login to Clarity with administration
  2. Navigate to Administration --> System Option --> Subscription Compliance Setup and see all required info is present
  3. Wait for a day as Telemetry job runs midnight 

Expected Results: The telemetry should should be successful and telemetry data is sent to Broadcom 

Actual Results: Telemetry job sends the data with empty license information.
