CABI Redirects to OC home page when creating a custom report

Issue/Introduction

How to reproduce the issue:

1. Log in to the OC

2. go to "reports"

3. Click "Create custom report"

4. You will be redirected to the CABI login page 

5. After logging in as a superuser, you will get a cabi dialog window for report creation

6. Click "cancel" and close the cabin page

7. Now, when you click on the "create custom report" again, you will be redirected back to the cabi page.

8. when you click cancel, you will be redirected to the OC login page, which is unexpected and undesired

Resolution

This issue has been fixed in 20.4 CU10 and 23.4.
