The label over Actions is displayed by default

Issue/Introduction

STEPS TO REPRODUCE:

1. Login to Clarity MUX
2. Go to the Projects grid
3. Look at the Actions menu on the left-hand side below the Projects header

Expected Results: The Actions menu should not display a label over it
Actual results: The Actions menu displays a label over it like when you hover over

Cause

This is caused by DE80265

Resolution

This is fixed in 16.2.2

Additional Information

This happens on all pages where the Actions menu displays: projects, ideas, custom investments etc
The same happens with the Export to CSV icon on Pages Objectives, Hierarchies etc
If the View Options menu is expanded, then the Close option will be highlighted instead of the Actions or Export to CSV menus
This did not happen in 16.2.0 or earlier releases
