sm-xpsxps-04610 & sm-xpsxps-00030 errors when attempting to run XPS Tools

Issue/Introduction

When trying to run XPS Tools under Windows and get the following errors:

C:\Users\admin>xpssweeper -a
[XPSSweeper - XPS Version 12.8.0600.2649]
Log output: C:\Program Files\CA\siteminder/log/XPSSweeper.2024-04-02_081021.log
(FATAL) : [sm-xpsxps-04610] Process is already running.

C:\Users\user1>xpsexplorer
[XPSExplorer - XPS Version 12.8.0800.2892]
Log output: C:\Program Files\CA\siteminder/log/XPSExplorer.2024-04-04_173402.log
(WARN) : [sm-xpsxps-00030] Config file was in use by another process. Retrying... (Permission denied, 13)

C:\Users\user1>xpsexport exporttest.xml -xb -npass
[XPSExport - XPS Version 12.8.0800.2892]
Log output: C:\Program Files\CA\siteminder/log/XPSExport.2024-04-04_173500.log
(WARN) : [sm-xpsxps-00030] Config file was in use by another process. Retrying... (Permission denied, 13)

XPS Tools return " Config file was in use by another process. Retrying... (Permission denied, 13)"

 

 

Environment

12.8.X on Windows 

Cause

Logged on as a user, you are unable to run 'cmd.exe' with elevated privileges (Run As Administrator).

Example:

Create a user account (User1). Add the user to the 'Remote Desktop Users' group. Log off as Admin, log on as 'User1'. I then ran 'xpssweeper -a' and this was returned:

 

C:\Users\user1>xpssweeper -a
[XPSSweeper - XPS Version 12.8.0800.2892]
Log output: C:\Program Files\CA\siteminder/log/XPSSweeper.2024-04-04_172904.log
(FATAL) : [sm-xpsxps-04610] Process is already running.

Resolution

Ensure that XPS and command line is being run by local admin. 

When run as local admin, XPSsweeper and related tools could be run without issue.
