After AIX PAMSC installation seos is not starting

Issue/Introduction

Upgrade from seos on aix give an error on startup

Environment

CA Privileged Access Manager Server Control version 14.1 installed in /apps/eTAC
VeRsIoN: 14.10-40 (81) Compiled On:May 03 2022 23:44:37 _AIX720._RS6000  30034

Cause

There is this error on startup

Resolution

A required library was missing.

Dependent module libintl.a(libintl.so.1) could not be loaded.
Could not load module libintl.a(libintl.so.1).

After the installation it's ok.
