Web Viewer shows "No reports found" for most date filters

Issue/Introduction

Applied latest Web Viewer maintenance (CARS 2312) in a new TEST environment and unable to access reports using any report filter, even though reports exist for that date range.
Strangely then found reports are only being returned if all reports dating back to 2021 are requested. No reports are returned when using later date filters e.g. this year.

For example reports exist for the date range of February 5, 2024  - February 11, 2024 but are not being returned using "Last week". They they are returned when using a date range filter starting at January 10, 2021.

Resolution

Similar behavior was also seen when using View SAR i.e. 
Reports are displayed for the date range "01/01/2021:28/02/2024"
Reports are not displayed for the date range "01/01/2024:28/02/2024"

1. The TEST environment where the latest version of SARS/Webserver was installed is new although it using an old 12.x database that was defined long ago.

2. When requesting reports against a newly created 14.0 database, all requests were successful.

3. When requesting reports against a current 12.x Development/Production database, all requests were successful.

It was concluded there is no underlying software problem and the root cause is somehow related to the old 12.x database.
