HA failover but OC wasp error on startup

Issue/Introduction

On starting the HA failover (stopped Primary Hub robot), Primary Hub HA takes over and probes like wasp is started and Adminconsole is working. 
Noticed the wasp probe for OC server is up. However on trying to login to the OC portal, it shows this error "This user's ACL does not have the required permission to access this portlet.". Checked the wasp config, the data engine field is pointed to the primary hub's data engine address . Is this possible when the Primary Hub robot is down but database is still up?

Environment

UIM 20.4.x/23.4.x

Resolution

Operator Console does not support HA failover functionality currently out of box .After the primary hub failover, and the primary hub HA is now the active hub the OC server will not work .
So the OC will only work when there is failback to the primary hubHA 

Please raise an enhancement request for OC HA functionality.

Although not officially supported customers have implemented custom solutions for OC failover 

For example the solution below uses a script implemented in the NAS to trigger the necessary updates for the failover.
