Populate from Task Assignments is missing

Issue/Introduction

You have a project with a Cost Plan.  You click on the Actions for Cost Plan but 'Populate from Task Assignments' is not an option to choose.

Cause

There are no assignments in the project

Resolution

To be able to populate by assignments, there needs to be resources assigned to at least one task.
