Issue/Introduction

You thought you were unable to publish any blueprints.  While testing, you found that you can publish some blueprints if certain modules are not included.

Steps to reproduce

1. Create one resource with Global Admin rights EXCEPT for Blueprint - Delete - ALL
2. Log in with that user
3. Go to MUX>>Administration>>Blueprints
4. Make a copy of Standard Project blueprint
5. Open the new blueprint
6. Click Edit
7. Click on Modules
8. Add Staff Module
9. Click Publish

Expected Results: The blueprint publishes

Actual Results: Receive an error message "An exception occurred while trying to update an object instance odf_blueprint"
