Cause

Both the return code 9700 and the reason code 03E9 indicate that this is due to SMS rules not allowing the allocation. In this case, Endevor was trying to Dynamically allocate the AHJOB file dynamically.

Resolution

Contact the group in your company that controls SMS. Have them look at this and adjust the SMS rules.
