Cannot Remove Users from an Approval List

Issue/Introduction

After upgrading to Harvest v14.5, when I go into Administrator Tool and view the properties of an Approval process, if I try to remove a user from the list of approvers, it appears to work, but the result is never saved.  If I open again the properties for that same Approval process, the user is still listed as an approver.
