Resolution

1. At OPEN OUTPUT time, with &ACSENVIR set to CATAPE0.
2. At MOUNT Message time, with &ACSENVIR set to CATAPEP.
3. At SCRATCH Pool Validation time, with &ACSENVIR set to CATAPEP.
4. During TMSSMSUP processing with &ACSENVIR set to CATAPE.
