ED is not coming up - ORA-28000 account is locked

Issue/Introduction
We are not able to start ED.
getting error: ORA-28000 Account is ORA-28000: the account is locked
Environment
All supported DevTest releases
Cause
The Oracle DB account for ED was locked.. DBA needs to Unlock it.
Resolution
Once account was unlocked, we edited the dradis.properties with Username and Password just to make sure its valid.
Then we were able to start the Enterprise Dashboard fine.
