Cause

The GLOBALBLOCKUSED has reached GLOBALMAX value.

Resolution

Try to do the cleanup first
1) ) In panel 4.8 check if you have an excessive number of global variables. You can use the stems GLOBAL0-9, GLOBALA-Z and check for possible consumers.
2) Another consumer of global variables is RDF tables. Visit panel 2.6 and delete the unused RDF tables or rows in the tables.

If that is not enough then you will need to create a new SYSCHK1 dataset with increased value of GLOBALMAX parameter.
