When planning upgrade, if one sees the production install and QA install have different rollup patch level, should the production or QA be upgraded to the same rollup patch level as the other one before upgrade to the target version? For example, production has 17.3 RU10 but QA has 17.3 RU23 and the target version is 17.4 GA--should the production be upgraded to RU23 first and then upgrade the whole environment to 17.4? The differences are mainly the custom forms/htmpl files for the production and QA, besides the rollup patch level.

Ideally they should be at the same rollup patch level before the upgrade. However, if the upgrade-to version is the same(for example 17.4 GA ) and the main differences are the custom forms, then at this point, it does not make sense to upgrade to the same rollup patch level first as that itself will be a full cycle of upgrade process(upgrade software, take care of customization, make sure the configurations are still good and integrations are still good etc.). At this point, it makes more sense to upgrade the QA to target version and test fully getting ready for the production upgrade and finally upgrade the production to the target version.
Taking the example in the description, one should upgrade QA 17.3 RU23 to 17.4, perform full tests and then upgrade production 17.3 RU10 to 17.4 and it is not necessary to upgrade the production to 17.3 RU23 first.
