Submit Option field on Cost Plan is securable in MUX

Issue/Introduction

Users trying to secure attribute Submit Option in order to not allow people to Submit Cost plans. The option is available for FLS, but securing does not work. This field should not be securable

STEPS TO REPRODUCE:

1. Go to MUX - Administration - Attributes
2. Filter for Submit Option

Expected Results: The field to be set to Not Securable

Actual Results: The field is securable. Setting it to Securable does not stop users from being able to Submit the Cost plans, which leads to confusion

This attribute was not designed to be secured. Assign/Remove access rights such as Project - Financial Plan - Submit All for Approval to be able to manage the Submit the Cost plan field
