DX APM Enhancement - Universe should be preselected when editing an attribute rule

Issue/Introduction

USE CASE:

When attempting to update existing (and working) attributes defined for 'ENTERPRISE' universe, the edit dialog mandatory 'Universe' field has no value and until a universe is selected the Save button is disabled so edits can't be saved.

Given that when existing attributes for universe 'ENTERPRISE' and layer APM Infrastructure are listed all the attributes that may be selected to edit must have had a valid (non-empty) universe:

Once user notices this is the reason the Save button is disabled, selecting a universe allow attribute to be saved, but need to select universe leaves open the possibility that the attribute will accidentally be associated with a different universe.
