The Messaging Gateway is trying to download the initial WebPulse database cache. The initial WebPulse database cache is typically around 2 GB in size. If you are seeing larger sizes, potentially much larger, it may be that the database is downloading but not fully completing the download. Such an event will cause the download attempt to occur again many times per hour until the download has completed.
Review your networking controls to make sure port 80 (HTTP) and port 443 (HTTPS) communications are allowed to the domains listed WebPulse integration article.
