EM slow to start after APM 10.8 upgrade

Issue/Introduction

Installed Wily version 10.8.0.27 (GA) on my DEV environment but it take almost 15 minutes to be able to connect to interface when I start everything,

Resolution

Upgrading to APM 10.8 SP 1 resolved the slowness.
