Resolution
UM99901 USERMOD which is used to reassemble the ACF2 Field Definition Record (ACFFDR) is overwriting the new FALLBACK field (lines 2230010 & 2230020 in ACFCFDE). Need to rebuild the ACFFDR moving in house local fields so they don't clash with the FALLBACK field in ACFCFDE.
Once changes have been made need to IPL system or reload ACFFDR dynamically without an IPL by refreshing the LLA issuing console command “F LLA,ACFFDR” and then issuing console command “F ACF2,NEWMOD(ACFFDR)”.
