OPSUSS variables with suffixes _USER and _PASSWORD are not created

Issue/Introduction

When defining environment variables to be used by the OPSUSS servers in the member pointed by STDENV DD statement (usually member USSENV00), variables with names ending with the strings _USER and _PASSWORD are being ignored.

For example:

xxxxxx_USER=someuserid
yyyyyy_PASSWORD=somepsw

When trying to retrieve the variables above users get empty strings.
