Allocate from Estimates is increasing the ETCs on the Effort Task

Issue/Introduction

Allocate from Estimates is increasing ETC when using an effort task.  This investment also has regular WBS Tasks with ETC as well. 

Steps to Reproduce: 

1. Create a Project with one resource on the team, an effort task and a regular task
2. Make sure the default allocation for the resource is zero
3. On the Task tab add 8 ETC to the regular task and make sure the effort task has 0 ETC
4. On the team tab, click Actions>>Allocate from estimates
5. You will see the resource has 8 ETC now
6. Click Actions>>Allocate from Estimates

Expected Results: There will be no change.  The ETC for the resource matches the ETC for the tasks

Actual Results: The ETC will increase by 8 each time you Allocate from Estimates even with no changes made

Workaround: Do not use effort tasks

The Effort Task ETCs are now excluded. Only regular Task ETCs are added into the Allocation. The Effort Task, is special and will reflect the Allocation amount.
