'Project or Program Roadmap' report does not show correct data

Issue/Introduction

'Project or Program Roadmap' report does not show correct data when 'No Grouping' is used

Steps to Reproduce:

1. Create two projects. Create two tasks within each. Mark all of them as Key Tasks as well as Milestones
2. Assign the project to a particular OBS. Assign two different managers against these two projects
3. Run the Load Data Warehouse job to load these two projects into the DWH
4. Navigate to Advanced Reporting. Open 'Project or Program Roadmap' report
5. Use the same OBS as in step 2 against the following two fields:
   'Project or Program OBS Type'
   'Project or Program OBS Unit'
6. Choose the projects from step 1 in the following field:
   'Populate Project or Program'
7. Set the date against the following field to cover the tasks' start dates from step 1:
   'Start Date'
8. Provide 'No Grouping' as the value against the following fields:
   'Group By 1'
   'Group By 2'
   'Group By 3'
9. Click on 'Apply'

Expected Results:
Key Tasks and Milestones not belonging to the projects from step 1 are not displayed.

Actual Results:
Key Tasks and Milestones not belonging to the projects from step 1 are displayed.
