Endpoint Protection Manager upgrade fails with "Error 1310 : Error writing to file C:\Config.Msi\xxxx.rbf. Verify that you have access to that directory"

Issue/Introduction

During Symantec Endpoint Protection Manager (SEPM) upgrade, you might see the below error for permissions missing for a .rbf file.

Same error can be seen in the Event Viewer Application logs

Product: Symantec Endpoint Protection Manager -- Error 1310. Error writing to file: C:\Config.Msi\619b4.rbf.  System error 5.  Verify that you have access to that directory.

When checking the location, no such file is present and the Full control permissions are already provided to the System and Administrator account.

Resolution

Disable the User Account Control settings to Never Notify, as shown in the below image and run the upgrade again.
