Pingable models with duplicate IP do not generate alarm

Issue/Introduction

There are two Pingables with the same IP address but different MAC Addresses.
Shouldn't it have generated a duplicate model alarm?

• DUPLICATE MODEL DETECTED - 0x1090f - 0x10517 
• DUPLICATE IP WITH DIFFERENT MAC DETECTED - 0x10910 - 0x10518
• DUPLICATE MAC WITH DIFFERENT IP DETECTED - 0x10911 - 0x10519
• DUPLICATE MAC MODEL DETECTED - 0x10912 - 0x1051a

Environment

Spectrum: Any version

Cause

Someone has manually changed one of the following attributes on the Pingable models to No:

• IsDuplicateIPDiffMAC  -  0x11cdf
• isDuplicateMACDiffIP  -  0x11ce1
• isDuplicateModel  -  0x11cdd 

Resolution

Set one of them to Yes on both duplicated Pingable models, and the alarm will be generated.
