Role question relating to Policies and Channels

Issue/Introduction

Is it possible to create a role in DX SaaS that would be the same as the PowerUser role except have the ability to create policies and channels and message templates.  I think at a high level it could, but the other requirement I would have is if this role was limited to where they could create a policy and channel and message template, but once created only be able to view / modify and delete the policies they created.  We have customers that would like to take on this work themselves and I would like that also, but cannot just give them full tenant admin rights.

We don't have the feature for a role was limited to where a user could create a policy and channel and message template, but once created only be able to view / modify and delete the policies they created.
