Can you populate a  Spectrum OneClick Global Collection with devices based on something in or not in their latest NCM captured configuration?

Resolution

The configuration of the device is stored in the HostConfigFile attribute id 0x82002b of the HostConfiguration model associated with the device model, if you are using Network Configuration Manager (NCM) to capture device configurations.

The value of the HostConfigFile attribute id 0x82002b is stored as a packed octet and there is no way other than programmatically to convert this packed octet into a text readable format. So you cannot search the value using the Locater.
