User Count mismatch between the Prod and Test VIP tenants

Issue/Introduction

Customer may have multiple VIP tenants for Production , UAT or Test usage. Production VIP Tenants shows correct number of users which customer is licensed for but other Test and UAT tenants shows Total users as 1. Why is this discrepancy?

For Test accounts we typically do NOT match a production number since it's intended for testing at a smaller scale than production. We use 1 to indicate it's an active account but you can load how many users as necessary. There is no cutoff for user limit just because we use 1. Customers should not be worried about the Total user count in Test tenants and they should be able to use as many as necessary users in these accounts.
