Help Text field unexpectedly changes from top to bottom of a section

Issue/Introduction

A Help Text field on top of a section in the Project Properties module may appear at the bottom of the section after coming from a different module, like Staff.

Steps to Reproduce

1. Modify a Project Blueprint (Properties) to include a Help Text field at the top of a section, above other attribute fields, that is as wide as the whole page.
2. Publish the Blueprint and assign it to a project.
3. Open the Project Properties module.
4. The Help Text field shows at the expected location.
5. Open the Staff module.
6. Go back to the Properties module.

Expected Results: The Help Text field shows at the expected location.

Actual Results: The Help Text field has changed its size and shows at a different position (below the attributes).

Environment

Clarity 16.2.0.

Resolution

This issue is not reproducible in Clarity 16.2.1.
