Copy Cost Plan does not populate the Actual Cost values

Issue/Introduction

Copy Cost Plan does not populate the Actual Cost values

Cause

STEPS TO REPRODUCE
1. Login to 16.2.0 Clarity machine 
2. Navigate to MUX - Projects
3. Click on a financially enabled project and navigate to Financials Tab
4. Create a new Cost Plan and make sure there are Actual Cost showing up in the Actual Cost Totals column and the periods
5. Using the Copy functionality, create a new CP from the CP created in Step 4

Expected: The CP is created and the Actual Cost is reflected in the new CP 
Actual: The CP is created but only the planned cost is copied over. The Actual cost remains 0

Workaround: 
1. Update the Planned Cost in the grid that shows a Refresh button on the top and once refresh is done, Actual Cost is populated. 
2. Change the Cost duration in the CP list page and this will force a refresh and Actual cost will be updated.
