Accessibility: View Options Tab after Manage Picklists - No visible focus, incorrect navigation

Issue/Introduction

Using keyboard navigation to tab after the Manage Picklists is not providing visible focus on the 'Close' button and is not providing the correct navigation.

Cause

1. Log into a server with at least (1) Custom Master Object configured

2. With the keyboard only, navigate to the Custom Object Icon in the main navigation, select ENTER to expose the Custom Object Tiles page

3. Select the Tab key to establish focus on the Configure button

4. Select the Tab key to establish focus on the first Custom Object Tile

5. Select the Tab key to navigate horizontally to another Custom Object Tile

6. Select the ENTER key to drill into the listing of Custom Objects instances for the custom object type

7. Due to issue above, select the tab key to establish focus on the upper left arrow button navigation element

8. Use the right arrow keys to navigate to the View Options button and select Enter to open the panel

9. Select the Tab key to navigate to the last entry in the panel 'Manage Picklists'

10. Select the Tab key

Expected: Visible focus to be established on the close button

Actual: No Visible focus. When the user sects the tab key, they are taken to the page URL
