Unable to create To Dos in Hierarchies>Task module

Issue/Introduction

The option to create To Dos is not available under Hierarchies>>Tasks

Steps to Reproduce: 

1. Create a Hierarchy blueprint 
2. Add Tasks module
3. Publish
4. Go to Hierarchies
5. Create a new Hierarchy and associate it with the new blueprint
6. Click the Hierarchy and go to grid view
7. Import a Project with Tasks
8. Click Tasks module
9. Click on a task and then click the Details flyout
10. Click on To Dos 

Expected Results: There is a + icon where the user can create To Dos

Actual Results: There is no icon and user cannot create To Dos
