User not getting notification on being added to a Project created from a Template

Issue/Introduction

When the user add themselves as a user to a Project in the Staff they do not get email notifications 

Cause

The user was already a participant in the template which they used to create a project

Resolution

• Check the Project template 
• If the user is participant, then a notification will not be sent upon adding them to Staffing
• As workaround you can remove the resource from being a participant on the template
