Staffing 'Assignments' tabs not displaying periodic values outside the Allocation date

Issue/Introduction

Staffing 'Assignments' tabs do not display Per-Period Metrics values that fall outside the Allocation date range.

It is possible for a Staff Member to have Task Assignments within the date range of the investment, but not within the subset date range of their Allocation record.  When this happens, the Staffing Workspace 'Assignments' pages are not displaying the periodic values in the Timeline.  When the dialog is opened to 'Edit Assignments' all periodic assignment values appear as expected.

Steps to Reproduce:

1. Create an Investment that covers the current year (Jan 1, 2024 - Dec 31, 2024)
2. Add Staff to the investment (Resource 1)
3. Set the Allocation Start and Finish dates to cover April 1, 2024 - June 30, 2024 
4. Create some tasks for work to cover the duration of the Investment 
5. Assign 'Resource 1' to tasks that fall both inside and outside the date range of its allocations
       a. A few tasks with dates in April, May, June
       b. A few tasks with dates in July, August, Sept, Oct 
6. Update these task assignments to ensure there are non-zero Estimates (ETCs) 
7. Navigate to the 'Assignments By Resource' tab
8. Filter for 'Resource 1' to see the investment for the current year

Expected Results: To see periodic values in the Timeline layout for ETCs in all months that have non-zero estimates. 

Actual Results: Only see periodic values in the Timeline for April, May, June because these months fall within the Allocation Start & Finish Dates.

Defect ID: DE79572 currently under review by Engineering

Resolution

Workaround: Remove the specific Allocation Dates. (Clear out Staff - Start / Finish dates entries and leave them blank in the Assignments tabs).
