VNA/SDX requirement for openssl3-libs on version 23.3.3 and later

Issue/Introduction

When installing/upgrading to VNA/SDX 23.3.3 or later the documentation refers to the prerequisite of openssl3-libs.
There is no RPM for openssl3-libs available for RHEL 7, and the RPM is only available from the EPEL repository on RHEL 8.
