Resolution

Endevor Admin should have access to update  
You can update that setting through the panels by going to option 4- Environment then 
3- System then 
U- update System Definitions

ELEMENT REGISTRATION CHECK OPTIONS:
   DUP ELEMENT NAME:     N (Y/N)
