CA API Gateway 11 Policy Manager UI Licensing window wont allow removing of a license

Issue/Introduction

When trying to remove the license a popup dialog shows that states; 
Batch update returned unexpected row count from update[0]; actual row count 0 expected 1. Statement executed Delete from License document where GOID=? and VERSION=?; nested exception is org.hibernate.StaleStateException:

Environment

CA API Gateway 11

Resolution

If your license gets removed but the policy manager disconnects while the mysql is committing the Gateway or Policy Manager can have the license objects cached. But the db may have them removed. The gateway Policy Manager License window does not pull from the database each time you enter it. So you can see the cache, and not the real db. 

In order to clear the cache restart the gateway service (ssg) or reboot.
