Issue/Introduction

Trying to REPLACE information in a certificate and received:

*TSS9190A CA-TSS COMMAND PROCESSOR ABEND U4038 IN PROGRAM UNKNOWN

Environment

Top Secret r16.0

Cause

The abend is caused by running out of space to process the command.

Resolution

The most common fix is to make the region size, REGION=0M, in the TSS PROC.  You can pick a specific size, but make sure it is considerably larger than what you have to allow for command processing and growth.
You will have to recycle Top Secret to pull in the new region size. 

Another possibility is that the user doesn't have an OMVS segment.
