You have upgraded to 10.9.0 and now end users are seeing the following error when trying to access the quarantine:
"A user '...' has attempted to access a prohibited page"
This issue can occur if you install 10.9.0, either fresh installation or upgrade, and are using end-user quarantine and the remote syslog function on the Control Center. Other configurations are not affected.
This issue has been addressed in patch 10.9.0-295 which is now available. Please install using the patch
command via the command line of your Control Center appliance, and Quarantine standalone appliance if used, at your earliest convenience.

If you are not able to install the patch, this issue can be temporarily worked around by disabling the remote syslog functionality. Disabling Remote Syslog functionality on the Control Center appliance will let end users regain access to quarantine:
