DCI1072I messages even if Agents have no ESM authorization

Issue/Introduction

The following SYS/LPAR are defined in the Dynamic Capacity Intelligence (DCI) System Definition Table:

Systems SYS2/3 have been already granted with all the ESM (External Security Manager) authorizations for HMC access, but there is no grant access to the system SYS1/4 yet.

Resolution

DCI1071I and DCI1072I messages are issued at DCI Controller startup, after reading the System Definition Table. There are no ESM checks in the product for HMC access.
