VIP vsradiusclient_test.exe fails with Error: Failed to create a client context

Issue/Introduction

 Error: Failed to create a client context when using the Symantec VIP 'vsradiusclient_test.exe'.  For example: vsradiusclient_test --server-host 10.13.19.81 --server-port 1819 --client-ip 10.13.9.15 --secret <PasswordHere>

Cause

Invalid IP address that does not resolve to a VIP EG Validation Server, or the client IP does not match the IP address of the server the tool is being run from. 

Resolution

Correct the source and/or destination IP address in the command line.
