Duplicate Financial Periods on Filters/Dropdown

Issue/Introduction

When trying to filter for start/end periods in  New UI cost plans financials page two financial periods are displayed

Steps to Reproduce:

1. Having an entity setup in the system mapped with Department and Location OBS
2. Make sure that the above entity has active Monthly fiscal time periods on it
3. Create an OBS for Location
4. Create an OBS for Department
5. Create an entity and map it with location and department created in Step 3 and 4 respectively
6. Create Monthly fiscal time period on the entity created in step 5 and make sure that the name, start date and end date matches with fiscal periods on entity in step1
7. Activate the fiscal time periods
8. Navigate to a project in New UI and make sure the project is mapped to a department 
9. Access the financials tab
10. Try to filter for start/end period by accessing dropdown from filter section

Expected Results:  The filter should display the Monthly fiscal periods from the entity mapped with the respective project.

Actual Results: Duplicate Monthly fiscal periods are displayed. The fiscal periods are displayed from both the entities and as the fiscal periods from both the entities have similar naming convention, start and end dates they appear two times in the filter section.
