23.1 to 23.3 Upgrade Failure

Issue/Introduction

We encountered a failure with script:

/tools/upgrade-23.1-to-23.3.sh 

Resolution

Current customer Kubernetes version in the environment is 1.20. Per the documentation, require k8s 1.26-1.28 for OI 23.3.Please upgrade the Kubernetes version first.
