Tentative schedule banner missing - Modern UX

Issue/Introduction

Tentative Schedule banner does not get shown when locale is set to 'Japanese'.

Steps to reproduce are as below:

1. Create a project and some tasks within it
2. Change the Account Settings (Classic UI -> Home -> Account Settings), and save 'Japanese' as locale. Leave the language as 'English'
3. Navigate in the Modern UX to the project from step 1. Go into the 'Tasks' tab, and the 'Timeline' view
4. Click on 'Actions'. Click on 'Autoschedule'

Expected Results: The 'Tentative Schedule' banner is shown, with options to either 'Discard' or 'Publish' the tentative schedule

Actual Results: No banner is available. The project gets locked.
